You need to show a promise of huge volumes, have some good influential friends/clout and/or pay a hefty premium (upfront) for such a short-code. The path of least resistance is to buy services of "longer short-code" resellers. The longer your "short-code" the cheaper it gets, and the cheapest option is the shared short-code, and keyword based P2A delivery. The exact amount to be charged, for your VAS application usage, is also a matter of negotiation. If you are very keen to get in touch with the Operators, then best people to get in touch with would be the "VAS Marketing / Product Management" folks, and they can then show you the way. Use LinkedIN, or other networks to get connected.
