In fact I had written about the same point as you have raised in the 
above post and later deleted it. From the post,

We had a user based of 305.24 m in August 2008 and 315m in Sept 2008.

The TRAI report did say there was an increase of 10 million users from 
August - Sept. From the above numbers it does add up, i.e. I think the 
deletions/cancellations of subscriptions appears to have been accounted 
for in that 10m delta.

I think there is substantial growth in Tier-II cities (though I don't 
have any URL handy to substantiate my claim). And a big chunk of mobile 
users do buy used mobile handsets which usually don't get accounted for 
when we read about how many mobile handsets were sold in India.
